Methodology notes

  • OEP 2027 carrier rows are seeded from current carriers. 2027 plan filings finalize Summer 2026 and will be re-imported then.
  • ICHRA "tier" is a relative estimate, not a precise employer count.
  • Subsidy and FPL math assumes federal poverty guidelines for the lower 48; Alaska and Hawaii are separately published.
  • Pregnant-women Medicaid limits include both Medicaid pregnancy coverage and CHIP-funded coverage where applicable.
