Which is better for you?
HSA wins for almost anyone who can have one. The triple tax advantage and portability make it the single best tax-advantaged account in the U.S. — better than a 401(k) for healthcare expenses.
FSA wins if you can't have an HSA (e.g., you're on a non-HDHP plan or on Medicare) and you have predictable annual medical spending you can estimate within the use-it-or-lose-it window.
You usually can't have both — being on a non-HDHP plan or having an FSA disqualifies you from contributing to an HSA. The exception is a "limited purpose FSA" for dental/vision only.
