Oregon’s Division of Financial Regulation issued final 2027 rate orders on August 18, 2026, approving individual-market increases that average 21.6%. These are before-subsidy carrier averages, not increases in every household’s bill. Most Oregon enrollees receive federal tax credits that change what they actually pay; a statewide average is not a county premium.
